Provincial Health/Social Development or Education Departments to
implement the Home Based Community Care (HCBC) and Early Childhood
Development (ECD) programmes and report on both service and work
opportunity outputs.

Final Year
In the fifth and final year of the Support Programme, due to the
fact that the first five years of the EPWP was complete, the key
objective was to support the implementation of the second phase of the
EPWP. The final year focused on three programmes:
- Programme 1: Complete the Support Programme to EPWP
focusing on finalising the activities undertaken in the first four
years and handing over all relevant processes and documents
developed to the EPWP Unit and Business Trust.
- Programme 2: Support the EPWP Unit to design and
