Project Structure

During the first four years of implementation the Support Programme implemented four programmes and two initiatives. They are:

Programmes

  • Infrastructure Sector: This programme supported Municipal and Provincial Infrastructure Departments and State Owned Enterprises to increase their application of the EPWP Guidelines and report work opportunities. In addition to investigate ways of improving the basis by which workers on EPWP projects accessed training opportunities.
  • Social Sector: This programme sought to support Provincial Health/Social Development or Education Departments to implement the Home Based Community Care (HCBC) and Early Childhood Development (ECD) programmes and report on both service and work opportunity outputs.
  • Environment Sector: This programme developed a model for increasing labour intensive domestic waste collection by municipalities and thus create more work opportunities, as well as supported the implementation of a Food for Waste programme and assisted in it being applied by other municipalities.
  • Strategic Technical Assistance Fund (STAF): This programme undertook assignments requested by the EPWP Unit and conceptualised with the Support Programme to investigate blockages to EPWP delivery and identify ways of resolving these. In addition a midterm review of the first phase of the EPWP was undertaken and the design and approval of the second phase of the EPWP supported.

Initiatives

  • Communication: This initiative supported the EPWP to design and implement a communication programme, as well as supported the development and implementation of an awards programmes called the Komoso Awards.
  • Capacity Building: This initiative supported a review of the capacity of the EPWP and initiatives to secure funding for increased capacity.

Final Year

In the fifth and final year of the Support Programme, due to the fact that the first five years of the EPWP was complete, the key objective was to support the implementation of the second phase of the EPWP. The final year focused on three programmes:

  • Programme 1: Complete the Support Programme to EPWP focusing on finalising the activities undertaken in the first four years and handing over all relevant processes and documents developed to the EPWP Unit and Business Trust.
  • Programme 2: Support the EPWP Unit to design and implement EPWP 2.
  • Programme 3: Monitoring, Evaluation and final close out.
